REDDING, Shasta County — October 26, 2026. Households served by Redding Electric Utility have a new proposal to review before any electricity rate decision. The city-owned, not-for-profit utility announced an updated 2027–2028 rate-adjustment proposal October 21, after the City Council asked the utility to seek more savings and hear from residents earlier this year.
Would customers pay more?
The utility proposes 6% rate adjustments in both 2027 and 2028, neither of which has been approved. For an average residential customer using 800 kilowatt-hours per month, REU estimates an increase of approximately $10 per month in each of the two years. A much smaller example—$0.45 per month in the first year and $0.21 in the second—specifically applies to income-qualified customers receiving the Residential Energy Discount (RED) and using 500 kWh monthly, not to all households. Actual effects vary by rate schedule, usage and eligibility. REU also proposes increasing the income-eligibility ceiling for its residential assistance program from 60% to 80% of Shasta County median income, so more households could qualify for bill relief.
No rate changes have yet been approved. The Council canceled a previously scheduled March consideration and now plans a public hearing November 17 at 6 p.m. at Council Chambers, 777 Cypress Avenue.
Upcoming public workshops
A workshop is scheduled for Tuesday, October 27, 5–7 p.m., at the City of Redding Corporation Yard, Building 4, 20055 Viking Way. Additional sessions are listed November 4 at Shasta Builders Exchange, 1355 Hartnell Avenue, and November 12 at the Dr. Martin Luther King Jr. Center, 1815 Sheridan Street. These provide ways to ask questions before the hearing.
Redding says the proposed adjustments balance operating costs, equipment investment and customer affordability. Residents should review the official rate proposal and workshop information before interpreting any estimates as a finalized charge.
