REDDING, Shasta County — October 26, 2026. Property owners and contractors applying for building permits in Redding should prepare for a new upfront requirement. The city’s Building Division says a refundable construction-waste deposit became effective October 18, 2026, before building permits can be issued for several categories of work.
How much must applicants deposit?
Redding’s official building-permit guidance lists $500 for residential new construction, remodeling, repairs and demolition and $1,000 for commercial projects in the corresponding categories. The listed amounts are deposits intended to support construction-waste compliance, not flat charges that applicants necessarily lose.
Importantly, a construction-waste deposit is separate from the other permit fees, plan-review requirements, applicable taxes and contractor costs. Residents should obtain a current fee estimate for their particular project before beginning work.
How to qualify for a refund
According to the city, applicants seeking a refund must submit weight tickets from the Redding Transfer Station showing disposal of construction debris. Redding cites California Green Building Standards Code provisions for residential and nonresidential projects, including CALGreen sections 4.408.2 and 5.408.1.4.
A weight ticket documents waste handling; it is not a substitute for a completed inspection or compliance with separate recycling and diversion requirements. Owners should ask the Building Division when and how tickets must be submitted and what records contractors should retain.
Who should review this before scheduling work?
Homeowners planning a room addition, substantial remodel or demolition; commercial property owners commissioning tenant improvements; and builders preparing new construction should consider the deposit in project cash planning. Small work that does not require the relevant permit may be different, so the city must make a case-specific determination.
The Redding Permit Center is at 777 Cypress Avenue, first floor. The Building Division lists weekday public-counter hours of 8 a.m. to 3 p.m. Applicants should check for changes to those hours.
